British Columbia - Building Canada Fund

Under the Canada-British Columbia Framework Agreement, $1.056 billion from the Building Canada Fund will go towards infrastructure initiatives in British Columbia under the following two components:

Major Infrastructure Component

$903.96 million will be dedicated to major infrastructure projects, particularly in national priority areas such as the National Highway System, transit, water and wastewater treatment and green energy.

Under the Major Infrastructure Component, project proposals may be identified by provinces, local governments, or the private sector (not-for-profit and for-profit). Project priorities are determined through federal-provincial discussions. Once identified as a priority, proponents will be contacted and asked to submit a project overview (sometimes referred to as a business case) that includes an assessment of the proposed project. Prior to the approval of federal funding, a federal review of the business case is undertaken to evaluate project eligibility, benefits and risks and to ensure that the project meets minimum federal requirements. 

Communities Component

$136 million, which includes $25 million for flood mitigation, has been fully allocated to smaller-scale projects in communities with populations of fewer than 100,000.

Communities Component Top-Up

Through Canada's Economic Action Plan, an additional $64.64 million has been fully allocated to smaller-scale projects in communities with populations of fewer than 100,000, for projects that will be substantially completed by March 31, 2011. This top-up funding is in addition to the $1.056 billion provided through the original Framework Agreement.
