Newfoundland and Labrador - Building Canada Fund

Under the Canada-Newfoundland and Labrador Framework Agreement, $131.33 million from the Building Canada Fund will go towards infrastructure initiatives in Newfoundland and Labrador under the following two components:

Major Infrastructure Component

$75 million of the Building Canada Fund will be dedicated to major infrastructure projects, including investments in St. John's, particularly in priority areas such as the core National Highway System, transit, water and wastewater treatment and green energy.

Under the Major Infrastructure Component, project proposals may be identified by provinces, local governments, or the private sector (not-for-profit and for-profit). Project priorities are determined through federal-provincial discussions. Once identified as a priority, proponents will be contacted and asked to submit a project overview (sometimes referred to as a business case) that includes an assessment of the proposed project. Prior to the approval of federal funding, a federal review of the business case is undertaken to evaluate project eligibility, benefits and risks and to ensure that the project meets minimum federal requirements. 

Communities Component

$56.33 million has been fully allocated to smaller-scale projects in communities with populations of fewer than 100,000.

Communities Component Top-Up

Through Canada's Economic Action Plan, an additional $7.406 million has been fully allocated to the Communities Component for projects that will be completed by March 31, 2011. This top-up funding is in addition to the $131.33 billion provided through the original Framework Agreement.

Building Canada Fund in the provinces:

In recognition of the unique infrastructure challenges in Canada's North, the Building Canada Fund allocations will be added to the Base Funding Initiatives in the territories.
