Quebec

In 2007, the Government of Canada launched the $33-billion Building Canada Plan. On January 27, 2009, the Government launched Canada's Economic Action Plan which included $5.5 billion in new infrastructure stimulus funding to be provided by Infrastructure Canada. In addition to this new funding, through the Economic Action Plan, existing Building Canada funding is being accelerated.

Infrastructure Stimulus Fund

Through the Economic Action Plan, the federal government established a $4-billion Infrastructure Stimulus Fund for provincial, territorial, municipal and community construction-ready infrastructure projects built over two years: 2009-10 and 2010-11. The Government of Canada has committed $936 million from the Infrastructure Stimulus Fund for projects in Quebec.

Green Infrastructure Fund

Through the Economic Action Plan, the Government established a Green Infrastructure Fund that supports sustainable energy generation and transmission, along with municipal wastewater and solid waste management infrastructure.

Communities Component Top-up

Through the Economic Action Plan, funding has been allocated to smaller-scale projects that will be substantially completed by March 31, 2011, in communities with fewer than 100,000 people. This is in addition to the $210 million already allocated in Quebec through the Communities Component (see below).

Provincial/Territorial Base Fund

Through the Building Canada Plan, Quebec was slated to receive $175 million in base funding, through 2014, for core infrastructure priorities. All of this funding has been accelerated through the Economic Action Plan.

Major Projects Component

The Major Projects Component of the Building Canada Plan will provide up to $1.5292 billion in Quebec for large scale initiatives.

Communities Component

On 13 November, 2008, the Communities Component was officially launched in Quebec, providing $210 million for projects in communities with fewer than 100,000 people.

Large Urban Centres Component

The Large Urban Centres Component will provide $200 million for projects in communities with more than 100,000 people.

Gas Tax Fund

Just over $2.729 billion in gas tax funding will flow to Quebec municipalities from 2007 to 2014.
